The Marin County Board of Supervisors will conduct a Merit Hearing on Tuesday, December 12, 2017 at or after 5:30 PM* to consider adoption of an ordinance to establish a Rental Housing Dispute Resolution (i.e., Mandatory Mediation) program (English / Español / Tiếng Việt) and to deliberate other Housing Subcommittee recommendations.

The proposed dispute resolution program applies to residential tenancies wherein a Tenant receives a cumulative or effective Rent increase of more than five percent within a twelve-month period. If the ordinance is approved by the Board of Supervisors after this second reading, the effective date of the ordinance will be January 11, 2018.

At the First Reading on December 5th, the Board also received a report containing the recommendation of the Housing Subcommittee with regards to a potential Residential Landlord and Tenant Relations (i.e., Just Cause for Eviction) ordinance. Such ordinances typically identify acceptable reasons that a landlord may terminate a tenancy, or they may list specific unacceptable reasons for which a landlord could not terminate a tenancy. The staff presentation and report (English / Español / Tiếng Việt) from the December 5th hearing are available on the County’s Affordable Housing webpage; a video recording of the meeting is available for streaming.

The staff report for the December 12th Merit Hearing is now available on the County of Marin Affordable Housing webpage. Spanish and Vietnamese translations are anticipated to be posted on the County website on Monday, December 11, 2017. In addition, an agenda and staff report will be made available on the Friday before the scheduled hearing on the Board of Supervisors meeting webpage and at the Community Development Agency, Suite 308, San Rafael (open Monday through Thursday 8:00 AM – 4:00 PM, closed Friday). If you have comments regarding this hearing, please contact Planner Debbi La Rue atdlarue@marincounty.org or 415.473.7309 or Planning Manager Leelee Thomas atlthomas@marincounty.org.

The Board of Supervisors hearing will be held in the Board of Supervisors Chambers (Room 330, Administration Building), 3501 Civic Center Drive, San Rafael, California, where anyone interested in these matters may appear and be heard. Spanish interpretation services will be provided. Please contact Planner Debbi La Rue at 415.73.7309 ordlarue@marincounty.org to request additional interpretation or translation services. Speakers using interpretation services will be granted additional time to testify at the hearings.
